When no title, salvage title, or certificate of destruction exists for a scrap-bound vehicle, the law permits the sale only through a derelict motor vehicle certificate application, and that application has to be completed jointly, the seller or owner on one side and a licensed salvage motor vehicle dealer on the other, at the time of sale. This is routine work for us: the certificate documents that the vehicle will be dismantled or converted to scrap, and it stands in for the missing title. Treat any buyer who offers “no title, no problem” without ever mentioning this process as a warning sign, because skipping it is not a shortcut; it is a statutory violation.
